A community-driven policy agenda to end Missouri’s preventable Black maternal mortality crisis
Inspired by the MOMNIBUS effort at the federal level, Missouri MOMNIBUS is a collective effort to advocate for and pass policies at the state level that will save the lives of Black pregnant and birthing people.
All across the United States, Black pregnant and birthing people are dying at alarming rates. This is no exception in Missouri, where the maternal mortality rate for Black women is 3x higher than the rate for White women, and 75% of all pregnancy-related deaths are preventable.
Our policy agenda is designed to comprehensively address the dimensions that drive the maternal health crisis in Missouri.

POLICY PRIORITIES
Missouri MOMNIBUS focuses on multiple approaches that target the root causes of the disparities we see.
Missouri MOMNIBUS advocates for the following priorities to transform Black maternal health:
Priority #1
Grow and diversify the perinatal workforce
PRIORITY #2
Make critical investments in social and structural determinants of health that influence perinatal health outcomes
PRIORITY #3
Provide funding to community based organizations that are working to improve pregnancy and postpartum outcomes and promote equity
PRIORITY #4
Promote innovative payment models to incentivize high quality pregnancy and postpartum care and non-clinical perinatal support
PRIORITY #5
Improve data collection processes and quality measures to better understand the causes of the maternal health crisis in Missouri and inform solutions to address it
PRIORITY #6
Support birthing people with mental health conditions and substance use disorders
PRIORITY #7
Invest in digital tools like telehealth to improve pregnancy and postpartum outcomes in underserved areas
